6 DOWNEY STREET
E BOARD MEMBERS IN ATTENDANCE: Malcolm Page, Drew Logan,
Brian Eberlin, Mark Sexton, Lou Pryzytas. Matt McCoy, Tina MacConnell
GUEST: Ken Driscoll, Head of the Parks and Recreation Department

The Milford National Bank, that the LMPA currently uses, is closing the
South Street branch at the end of the year. We decided to close the account and open a new account at the Middlesex Savings bank in downtown Hopkinton. Malcolm and Tina will meet at the banks and take care of the paperwork.

Drew attended the last ZAC meeting and mentioned that the owners of Hopkinton Square might request to be included in the Hotel Overlay District. Malcolm will attend the next meeting and see if he can get any more information about this.

The Annual Report needs to be filed with the state by Nov 1st. Drew gave Tina the updated list and she will send to the state. Donielle Moss has resigned as an e-board member, so the report will be filed with one vacant position. We are looking to replace Donielle and have one interested person so far, James Thomas. If anyone else knows of a person interested in joining, please let the board know. We would like to have the position filled in November.

There is an issue with the lack of trash barrels at Sandy Beach. There is a locked dumpster in the parking lot with quite a large amount of trash on top and surrounding it. Tina and a couple of other concerned residents have contacted the DPW and requested a clean up of the trash and a trash barrel in the lot with pick up by the DPW. Ken Driscoll will also look into this.

Membership: It was decided that there would be brochures passed to those that purchase beach passes. P & R is on board with this. The subject of corporate memberships was briefly discussed. These memberships would allow employees to utilize the beach by showing their company badges. Tina will also have a list of expired memberships at the next meeting for e board members to contact and hopefully get some renewals.

News Letter Articles: Malcolm has written about the dogs at Sandy Beach and the boat ramp repair. Lou will write an article requesting old photos and maps. Meg will write about the summer events. Drew will write an article about his company donating $500.00 to the LMPA. Tina will e-mail Dave Cormier and ask him to write about the updates to the web site.

Fall/Winter Events: It was decided, because of the boat ramp repair, that there will not be a lake clean up this fall. We had a clean up last October and also in the spring in conjunction with Green Up day. Tina is looking into booking the Woodville Rod and Gun club for the winter gathering on Saturday, January 30th.

Notice of Intent: The Conservation Commission approved the NOI and has signed off on the Order of Conditions. Tina gave Scott Currin, the main person to do the actual work at the ramp, a copy of the NOI on Tuesday, Oct 6th . Scott will review the paperwork and when the water level is down enough for him to inspect the existing boat ramp, he will give us a list of supplies and some possible dates for the ramp repair. He will choose a date depending on the weather. He will also let us know if he will need people to help with the work or if he is getting his own crew together. It will most likely be sometime in November, possibly late October.
The LMPA will pay for the supplies for the ramp and submit one bill to them at completion of the project for reimbursement.

Well Inventory: We have heard back from about 85% of the residents that were either sent a letter or an e-mail. Tina will send out more letters to those we have not heard from and call some of the others (I already did it).
The Order of Conditions states that the LMPA will have to monitor the flow rate of the stream during the extended draw down. Matt McCoy and Mark Sexton have volunteered to take on this task.

Parks & Recreation: Ken Driscoll requested that the LMPA and P & R formalize a partnership and work together to maintain and improve the Sandy Beach area and Lake Maspenock. He suggested that the LMPA meeting with P & R on a quarterly basis, either at their meeting or ours. He would like us to put together a punch list of things that the LMPA would like to manage. Some of these things are, the removal of the swim buoys at the beach in the fall, the closing and opening of the bath house, signage at the beach, cameras at the beach, lake clean up, etc. Ken would
like to be added to the LMPA e-mail list and be kept informed of what we are doing.

He stated that P & R currently views Sandy Beach as a seasonal recreational area and would like that to change and be viewed as an area that requires year round maintenance. This is something that the LMPA has informally been doing over the years and we would definitely like to turn this into a formal arrangement. Brian is going to head this up and work with both boards. Brian also informed us that Michelle Gates, selectperson for Hopkinton, would like to reinstate the Dam Committee.
Ken also let us know that P & R is not happy about the dog situation at Sandy Beach and we discussed some ways to get pet owners to clean up after their dogs, dog disposal baggies at the parking lot, etc.

Meeting adjourned at 9:17pm.

Next meeting is on Monday, November 2nd at Tina’s.
